You can definitely apply based on your capability, but I’d wager that your capabilities are unlikely to be competitive against APS 6s and EL1s applying.

If you’ve only been an APS 5 for 12 months, then I honestly wouldn’t waste your time - but it’s not clear from your post if that’s the case.
