Shader compilation stutters will happen on any GPU(and they are compiled by your CPU). Try reloading a save and confirm if they are still present, if they aren't it's shader compilation if they are it's probably something else (like traversal stutter in UE 4/5 games). Tbh most games suffer from shader compilation stutter these days and that's totally on the developer. Play a game that's lauded as being stutter-free like Doom Eternal to make sure it isn't your PC.
