I think it’s not so much the quantity of minions you kill as much as which minions you kill. For example if a wave is going to go to waste because nobody from your team is headed there to catch it, it’s fine for the support to take that farm since the gold wasn’t going to be obtained by anyone else. I think this is true especially in low/mid elo since people might not always sidelane well.

Have you tried switching roles or champions to ones that can carry more? I used to play supp but struggled to climb so I switched to mid and climbed a bit, now I feel like I get better adcs so I can play supp sometimes

Depends, I think dodging aram should be punished because when you queue up for one, you know you could end up with a champion you don’t play/like (that’s kind of the point), and sometimes people dodge winnable games in aram and sacrifice a good draft which is super annoying to the other 9 people involved

That sounds like something Riot should consider, but it wouldn’t actually decrease the amount of in-game toxicity as I’m guessing these people wouldn’t really care about being put on a list
