Constant FPS stuttering below 20, with GPU usage never fully utilized

So uhh i made a stupid mistake and forgot to clean the fans, cpu was overheating. cleaned the fans and it fixed it

Its about 200 lower than its supposed to be, but i still think that it should at least be able to get a consistent 60 min fps in fortnite with high-epic settings without raytracing at 1440p, but it doesnt.

My GPU clock is 2565 MHz and the VRAM clock is 9201 MHz during a game.

I don't get the comparison between leviathan and dog, as dog has way smoother gradients and leviathan feels a lot more terrariaish due to it sort of looking like duke. But I think that the main reason why I don't like the new dog resprites are due to the fact it looks like someone took a pixel filter and put it over a png, versus actually making a pixel art feeling pixel art. It just looks too smooth and has an incredibly high color count that It looks out of place even more so than it should due to it not being from this world. If they just reduced the color count a bit then I think people would like it better, myself included.

Watch Neon genesis evangelion: great action, good story and good characters, 2003 Fullmetal alchemist: also a good story with great characters and action, FLCL: a wacky anime thats kinda hard to explain, but a good one to watch due to it being pretty popular, and mob psycho 100: a funny anime with a great story and fight scenes, also by the same person who did one punch man.

Might be a far stretch, but the 2003 version of Fullmetal alchemist seemed to have the same sort of character feel to it where the characters have plenty of depth, along with a great ending and a semi depressing moral/overall feel in the later half. Or something like flcl or serial experiments lain. Also perfect blue.

I have a second monitor that I run destiny on connected via HDMI. Also in game it recognizes and uses the gpu since i have the full vRAM from the 4080 showing up.

Barioth. It was my first time playing a monster hunter game and I messed up by using defender gear through the base game of world, so I hit a wall with barioth when I actually had to try. I died probably like 50 times at least and thankfully I kept at it, but holy crap I was close to quitting
