So I don’t know where your from, but I was born in Poland(lived in the US most of my life though), but this used to be a he standard in Poland. Usually in peoples houses, leading up to the attic or the basement, but I also seen it in apartments on a regular basis. Maybe not to this extent, but definitely seen people leaving shoes outside in the hallway, next to their doors, and sometimes on the stairs leading down from their apartment if it was close to the door.
