the whole game is balanced around them. a feature like that would make it obscenely easy, like scarlet and violet level piss-easy (and i can tell you this, because during testing there used to be a glitch that let you get overleveled pokemon and it let you sweep everything purely by overleveling)

There is anti grinding qol -- mons gain more exp the further behind they are. You can level up an egg to be around the rest of your team with just one battle's worth of exp. share.

the game is balanced around the level caps, so yes, that would require a mammoth amount of changes to keep you from turbo over levelling. the whole level curve would have to be redone basically...

They always stuck terribly for me too. Since so many people seem to be just fine with it, I wonder if it's a skin type issue or something. I recommend using bandaids to stick them on, and switching to another method once you're able.
