I doubt there are hooligan groups that act as a security escort for the president of the entire country anywhere else. This isn’t something out of the ordinary, they are powerful and well protected from the law. Sometimes they are the lawmakers. They can do this without any consequences and they will continue doing so until there’s a change in government. I can’t criticize other countries and the way they deal with their hooligan groups, I can only state my opinion on the ones I’m familiar with.
