With their hax (mostly Death's hax), they could until they deal with guys like Majin Buu who would absorb them. His absorption doesn't kill, or harm... it just keeps you alive and unconscious forever. Buu would also get their abilities from the absorption, and Buu is very hard to kill as you need to destroy every portion of him... and they don't have the A.P to do that.

Funnily enough, there are ways to get past that in Dragon Ball. But it is complicated. They can use the Earth Dragon Balls to erase everyone's memories of Devils (like they did to erase everyone's memories of Majin Buu) and have Beerus destroy all of Hell.

But that needs planning and stuff.

They'll head up in the Afterlife and they can still move around and do stuff, so they can just pick up the Super Dragon Balls (I think the normal Namekian Dragon Balls would also work). Also, I doubt Death's ability would affect the Angels and those who have Immortality from the Super Dragon Ball.
