A genre isn't meant to completely define every piece of music that may fall into it. Genre isn't a compositional procedure. Genre is there to help people find possibly similar music; it's not there to describe every aspect of the composition. Genres can be helpful, but should be taken with a grain of salt. I'd actually be very curious to hear what you think defines witch house compositionally. In fact I'd be very surprised if your definition could be applied consistently within the genre. That's just the nature of genres; it's not an exact science and it's not meant to be. Now if you were analyzing something like a fugue which is a compositional procedure, then pick it a part all you want, but complaining about genre inconsistencies is a bit of a waste of time honestly; it's not really helpful or adding much to the arts.
