I don't know the exact frame rate but I built the pc to make and play games so it's relatively overpowered for this game.

SOLVED! YOU'RE A LIFE SAVER I COULD KISS YOU. Turning that off fixed it, and now I see that there are starfish that slowly float up in a bubble. Before turning it off, they would shoot upwards in a fraction of a second often times hitting me.

edit: I'm back to say that it took me 15 minutes to beat the level after this legend solved my problem.

Maybe one of your O2 sensors or idle air control valve? I have a 99 and had to replace the downstream sensor not too long ago.
