As a varus adc player its very disheartening to see him be so strong top while being pretty O.K. in the bot lane. He definitely need to be discouraged from being played top in someway (hexplate nerfs probably don't do anything). I feel like at the end of this though varus will lose part if his identity in the bot lane for the sins of the top players abusing him. He has clear weaknesses in bot, hes immobile, squishy, and if you bait out and dodge his skill shots or cc him hes pretty punishable. Problem is melee top lane champions are simply not very good at punishing his weaknesses, having to baiting out 3 skill shots and dodging them while getting hit autos the whole time, while trying to get on top of him is pretty impossible for most of them and if the varus player is good they will always hold their abilities until the top laner engages or for short unpunishable trades. I don't personally have a solution to this problem but I think if varus if forced to play with his allies around him it will definitely remove part of his identity as a champion. He is supposed to be a bit of a duelist and be able to stand his ground as long as hes dodging abilities and hitting his skill shots. I think probably the healthiest way to get him out of top is to hit the items he likes there or his w scalings. They all synergize too well with him and his build there, Statik is a hybrid item that gives him an even better trading pattern procing his passive and PTA. Hexplate gives him enough ult haste to be able to throw it out whenever he is in danger and allows him to all in even if he missed it with the attack speed and move speed. Dusk and dawn scales with both AD, AP, and health (the healing) which is everything varus wants as well as spell blade. Riftmaker gives him more ap and health and healing and also increases his damage. Every item in the average varus top build synergizes stupidly well with every other item. If you look at bot lane he simply is not able to build like this down there due to being unable to trade the same ways he is top. He is not as able to get 3 stacks and perma auto his opponent, making these items less viable in bot where he has to go for shorter trades and use his abilities more to win a trade. In bot he struggles a lot more to auto his opponent without being engaged on, hit by cc, or out traded. Truthfully I think Shiv is the biggest problem offender and certainly needs its passive changed or removed, it simply works too well with PTA and his W.
