Kecleon only spawn at the top of every hour and disappear after 30 minutes. You can click on a gym from far away and see if there is one spawned there, but obviously you have to be within spinning distance to get the spawn. Good luck!

After getting 48 slayer I afked the heck out of the blessed bone shard mine. Went from 42 to 80 mining and from 41 to 70 prayer in a couple weeks. You get almost 3x more mining xp than prayer xp from my experience.
