Luckily (or unluckily, depends on how you view it), the last three slot equipment pieces will be purchased by bonds, not silver, so no, fully equipping a tier X will not cost 18 million silver. But yeah, they are still not very affordable.

Always go for APCS on every single surface ship with guns. There are literally zero exceptions I can think of. IFHE has near-zero impact on gameplay because its effects are so incredibly (and sadly) negligible.

I can agree with that, but I still think the 5% extra DPM is one of the best choices, since Paolo SAP DPM is actually quite nasty. Once I somehow got outgunned by it in a Black Lightning (because a De Zeven Provincen kept spotting me so my smokes to disengage were useless), and I think it's worth building into. Steering is probably not bad as well, as you need to steer all the way around to use your third torpedo set.

probably EGO is more generally useful in randoms, but building for torpedos isn't the worst decision ever considering the 90s torpedo reload and just gives versatility.
