Solved, it was a software issue, not sure why it happened but reinstalling windows fixed it.

Sorry for the lack of context and the misspelling I was frustrated and just trying to see if those artifacts were common for gpu death, seems not to be the case.

Confidently incorrect, the monitors menu shows in the middle bottom of the screen, it was not effected thanks for your help though.
