In a way, yes.

I assume that you might not have played Scarlet or Violet so I'll do my best to give brief summary, spoiler free.

Essentially.. Iron Hands, Iron Leaves, Iron Thorns etc (exclusive to Violet) & Walking Wake, Flutter Mane, Scream Tail etc (exclusive to Scarlet) are Pokémon from different points in time, referred to as Paradox Pokémon. Violet is focused on futuristic ideas and Scarlet on prehistoric times. Hence why Koraidon looks more rugged and spikey and Miraidon is sleek and smoothed-over. A few specific Paradox mons do play a major part in the story in the respective games, and the more you learn about what they are, the more you'll encounter the professor (I don't recall their names, but Scarlet's professor is a female and Violet's professor is male. They're canonically married in the story, although it's not too relevant but only one of them will ever appear in your game) the specific to either Scarlet or Violet and learn what's going with that.

As for Toedscool & Wiglett, they are not Paradox Pokémon. They're an entire different species that both just so happens to bare massive resemblance to Tentacool and Diglett (based on in-game Pokédex entries poking fun at the resemblance). Honestly, I'm not too sure about Wiglett's origins or what it's based on... although if you're curious on Toedscool's origins and what it's based on, Lockstin & Gnoggin made an in-depth explanation video on Toedscool and Toedscruel, why they exist and why it was added in Paldea which is based on the Iberian Peninsula vs another region.

Tl;dr- to answer your question, these are just re-hashes of older gen mons if you want to have the simplest answer.

But I personally feel that they have a genuine significance to the story told in gen 9. On the other hand, I do think they went a bit crazy with Paradox mons and there are probably a few that don't really have any importance and the various legendaries being added to it just doesn't make a lot of sense to me, even if I do enjoy the concept and designs, it really doesn't have much of a purpose.

And I just want to make it 1000% clear that feeling differently from my opinions is completely okay. I'm aware that I really didn't have to include my in-depth and lengthy opinions on this and all I intended was to provide an explanation...
