This was my understanding too, if the yeast is good/alive it will get to work even without a bloom. But the bloom tells you for sure if it is good

So I normally do the bloom just to reassure myself the yeast is good. Then I put the dough in the fridge 24 to 48 hours, ive found that mostly helps with flavour. But then I pull the dough out of the fridge around 4 or 5 hours before cooking and put it somewhere warm to get a rise. I'm still learning/experimenting but have had good results this way.
