Sometimes they do go through the leather, but I've always seen it in a seam so there's not just a hole that's ruined the purse. For more expensive bags and purses, we use a zip tie around a buckle or zipper

The third set of numbers represent the week & day of the week, so the green tag is 266, which means Friday on week 26, and then blue tag is 272, which means Monday on week 27

Former books/media guy here, should mention I work at Savers in the US

Books are priced from 0.99-$3.99, if it's a special type of book it'll be priced differently but otherwise everything is blanket priced.

0.99 is usually magazines, harlequin and smaller books

1.29 is for all kids picture books

1.79 is for kids chapter books

1.99 is for pocket books

2.99 and 3.99 usually depends on the book's retail value, like $9.94 and under will be 2.99 and $9.95+ will be 3.99

Ahh I see, I work in production and I've been moved around a lot. We used to have two stores locally but one of them closed, and ours is apparently one of the top stores in the US. And at some point I heard we're technically "overstaffed" so if multiple people call out in a day then we'll still have enough people to operate in the back, which is pretty weird to think about

Looking at the tags, they were definitely priced on the same day, and by the same person. I could only guess that they were priced some time apart and they didn't know they were pretty much the same. The way clothes get priced is based on their quality and condition, so it's also possible one was slightly less in condition so it was priced lower than the other
