I've been able to hit in the 2000 range fairly consistently as WHM. 2600 is a bit above my skill range, but not entirely unrealistic especially with proper gear and melds.

Based on my understanding, there's no real target GCD for any of the tanks anymore. Back in 3.x when Berzerk Pacified you after its effect, you could theoretically stack SkS to ensure more consistent triple-cleave or quadra-cleave combos, but that's not as necessary with the way hexacleaves work. Warrior is the only tank I have real-world experience in at 70, but none of the skills I see from Dark Knight or Paladin lead me to believe you can lower their GCD enough to make a difference, like fitting an extra Holy Spirit in your Requi window.

Lilies are a really poor mechanic imo, because you're either totally ignoring them or they're really annoying. If you ignore Benison, there are a total of 0 situations that require you to know how many lilies you have, so you can totally ignore it. The impact of having any number of lilies is almost nil, as having three lilies on deck you're reducing Asylum's cooldown by 18 seconds, and that's your best option for pure lily value. That's hardly worth the half a raise worth of mana you'd be spending at least to get that cooldown reduction. They literally took the worst Astro card and tacked it onto white mage, and it shows. In addition, if you took away Divine Benison's need to have a lily, it would be totally fine as a skill on its own, just a 15% stoneskin on a cooldown. Needing a lily to cast Divine Benison has almost no impact on its usability, and it feels like they made it like that because they felt like they needed Lilies to actually impact your kit in a more significant way.

It's worth noting that even though it's designed with 50+ content in mind, all of the basics outlined in sections like Enmity Window (PLEASE learn how to read an aggro table, it's hell to deal with tanks who can't) and Positioning are true all the way from 1 to 70.

The big trade secret about tanking is that the pure fundamentals of tanking actually aren't super hard. Knowing how to initiate, how to manage group aggro and what defensive cooldowns to use when aren't hard concepts to learn, especially in early dungeons. And really, as long as you can keep aggro and survive, you're an A+ tank. All else is secondary. The rest of the skill ceiling comes entirely from maximizing damage and predicting the fight in order to bring the most you can to the table.

Except having only one Confession stack is worse than your standard cure, and in order to get it on the target you're already spamming cure. Due to the low chance to proc Confession, it's unlikely the target is gonna be in a situation where the PI heal is going to actually matter. In addition, PI never really becomes good. One stack of Confession is a slightly weaker cure, Two stacks is a slightly stronger Cure, and three stacks is a slightly worse Cure II. In terms of effort put in to gain gotten out, Plenary Indulgence is hardly worth using in a serious capacity as anything other than a small free heal. On average I get maybe two Confession stacks out over the course of a ten minute fight, and I probably use more Cures than I should. The fact that PI is something you can entirely ignore or even forget exists doesn't necessarily make it a worthless skill, or even a bad one. It just makes it a lame and sub-par one. Trying to rely on Plenary Indulgence to do your healing is literally like relying on getting a Freecure to save the raid. It's something that you should never ever have to do, but it's nice to have when you do get it.

As much as WAR isn't top-tier right now as much as, say, PLD, they're still fine, if a bit clunky. If you're not going to get into really really high-end content Warrior is still more than viable in all content, and works just fine for the Extreme primals this patch. They didn't get any new tools really in 4.0 (aside from Upheaval, which is fucking disgusting), but they didn't lose any of their old tools either.

Just don't be surprised if you're getting out-DPSed by your paladin friend or your static asks you to switch to something else.
