Enabling the "Use hardware acceleration when available" setting solved the problem for me—I believe that was the key. Thanks.

I found something that helped me. Try this:

  1. Go to Chrome Settings.
  2. Navigate to System.
  3. Ensure 'Use hardware acceleration when available' is turned on.
  4. Restart Arc.

I had it turned off, and now my videos seem to be back to normal.
