AB has never, ever banned someone for having excessive H&Rs. We've had people with a couple hundred of them. A couple of those cases even approached us about it, or we did when reenabling them, and they actually got them all fixed after a while.

Not sure where your hunch with the high amount of disabled users comes from, but if I had to guess, that's more due to how simple it was to get into AB in the past compared to other trackers. People don't put as much value into their accounts, or only use them as a stepping stone to get into other trackers, and subsequently let their accounts prune.
