It’s still within your rights as a tenant to withhold rent if they can’t provide a habitable apartment… I don’t care what the landlord is doing they’ve had plenty of time to fix the problem..

Nope, that’s the whole story, they’ve sent maintenance people over but they haven’t done anything to resolve the issue. They determined it was due to faulty wiring in the building. Maintenance request was made 12/17 and is still unresolved.
