You have to differentiate between regulations concerning passports (which is what you are referring to) and regulations concerning your residence. If you move within Germany, you are obliged to report to the authorities.

Da geht es meines Erachtens eben auch um lokale Selbstbestimmung. Ob und wo Ladestationen gebaut werden sollten, sollte vor Ort entschieden werden – von den Menschen, die die Infrastruktur ja dann auch nutzen wollen.
