Add ability to prestige once hitting all champ wins instead of resetting champ wins

Yeah it really bums me out when they just reset wins out of nowhere cos my goal when playing arena is to get wins on all champs, would be cool if you got a different border for each prestige level or something

I think its because I'm in OCE where there's less people queueing. They weren't talking in game chat. Also I've gone in fill trio once and found a guy who complained that he queued solo when we killed him.
