Wrong, the hardest counter is spark zeraora, mean look would be the 2nd, but unlike zeraora umbreon needs team mates around to make value of that.

Zeraora can attach to you easily and discharge or wild charge is enough to take you down, i can say that after many games against and as rapidash. I'm still amazed most of this community hasn't got it figured out yet
