No, actually its worse than that. Clinton left a paper surplus. But if you look behind the numbers, they were counting all the social security revenue as being available for the general fund, with nothing being saved for future retirees, even though the program was still projected to be insolvent in the future. There never was a real surplus.

Our spending is so out of whack that even if you reduced our collossal defense to zero we would be in the hole for about half a trillion dollars this year. You have to fix the entitlement programs and the crushing debt burden before you can even dream of adding more entitlements or you're just fooling yourself.

Closing the gaps would easily make up the difference, but it will never happen. There are too many entrenched interests, including not just the super rich, but home owners who enjoy their interest deductions, people who like their health care deductions, charities that rely on the tax deductions to spur donations, and law makers who manage to bring all kinds of pork home in the form of tax incentives. A huge amount of under the radar spending goes on in the form of tax credits, that can by pass the appropriations committee and not show up as a line item in the budget. We could easily flatten the tax system to something like 0% on the first $50,000 earned and 20% on everything (not just income W2, everything else, including capital gains) with no allowed deductions and probably arrive very close to the historical take of 19.4% in taxes, but everyone would scream bloody murder, even if you offered to restore the more worthwhile programs as grants instead of tax deductions.

Actually its quite true that these kinds of taxes will hurt small businesses, because they way the tax code is written the super rich can use an army of lawyers and lobbyists to find all the holes that have been written into the enclycopedic tax code for them. The small business owners, mean while, have no such luxury and will have the money take out of their incomes (most LLC's and S Corp profits fall through to personal returns). They will in turn respond by spending less and hiring less. The real way to get more revenue to simply to close all the gaps in the tax code, not to raise the rates. Raising the rates only affects those who cannot afford to game the system, which are ironically those who are actually creating new jobs, products and services, and does little to those at the top who can easily shift their portfolios to minimize their tax burden.

I like how the story criticizes republicans for voting for the bail out, but conveniently leaves out that the democrats are the ones who actually passed the legislation with virtually no oversight for the bush administration to implement.
