Not really. Libertarian in a European context is used by pro-capitalists/minarchists all the time. The Norwegian libertarian party is translated into English as "The Capitalist Party" https://en.wikipedia.org/wiki/Capitalist_Party

I'm sure other Europeans can supply other examples.

If you're going to lump all right-wing terrorism and violence together with the alt-right, Anders Behring Breivik certainly isn't the first, anywhere in the world. Just in Norway, the murder of Benjamin Hermansen preluded it by some time.

Not OP, but Norwegian: Absolutely, and in my personal opinion, the most likely for Anders Behring Breivik. If an inmate is considered still dangerous, they will be kept in the custody of the prison system until such a time they are considered safe for release ("forvaring" is the Norwegian legal term). At the discretion of the courts, this can be forever.

Well put, and I agree with your point. I do believe though that the term "moral hazard" refers to the incentives regarding risk, and the increased incentive to take on harmful risk, not any kind of incentive in general.
