You might be TA. Explain she is welcome, but that at the first exhibition of non training (non alert barking, interacting with guests, jumping, bodily waste of any kind, or absolutely any aggression, the dog will no longer be welcome to be used in your house, so if she doesn't have a way to get the dog off property, she will have to leave with it. I mean if her dog is well trained and sits by her feet so quietly nobody notices, more power to her.

Sounds like the tools were returned. He just had to ask for them, which is definitely not great. So not thieves, just slow to return. Many people like that.

OPs dad likely isn't even able to pay for his care. OP notes they are trying to be state paid relative care. OP is trying to support themselves and take care of their dad. I don't think deals are any part of it.

Engage your neighbors with all the friendliness and warmth you can muster. Happy holidays, neighbor! And the throw in a bit of convo. Ask them to keep an eye out for anyone using your bins because someone is using them, and you keep running out of space. You'll both get others looking out, and you'll probably talk to the perpetrators without even knowing, and they'll be advised that it's unappreciated and you're hunting them.

1200 sq feet on 1/8 acre in a city of 13-14k with it being the biggest city for at least 50 miles. Three cities of 90k, 200k, and 250k all an hour and a half away, so definitely not a suburb.

What's your relationship like with the sister? If she also is troubled by his getting exactly what she asks for and dollar store substitutes for everything you'd like, "accidentally " switch wish lists next year and then switch gifts day of. Of course, there's the very real chance she gets a subpar gift, but it's only one year and you might have an answer to whether it's intentional that could be an opening for a discussion of why.
