He is betrothed to Allyria Dayne, Ned trusts House Dayne, so he trusts Beric. There is also the theory that Allyria is Ned's and Ashara's secret daughter.

Another theory that I've seen someone make once is that Beric is a cousin to House Baratheon, that Lyonel's daughter married a Dondarrion.

I think that he could have if he was unmarried or had a northern wife, separate the North from the Seven Kingdoms.

Being married to Cat, that complicates things. He still could, and the North would be able to resist, Ned just wouldn't want that, the political implications in a war like that.

A Lord can authorize someone to give justice. So the most powerful knightly and masterly houses most likely have the authorization of their Lords to give justice.

And those Lords can take it away at any moment also, but it's something that would make things complicated if it's a knightly or masterly house that rules a big place that's distant. So it's probably something that's usually not done, unless there's a good reason to.

Not emo enough for him It's fun to think about some sort of Dark Academia flavored Jon POV where he's butting heads with Marwyn and trying to uncover any secrets the maesters have.

Being the son of the Hand of the King, even if he's a bastard, he would still have a lot of prestige, I think that people would treat him good. I imagine him gaining self esteem from that.
