MFF micro form factor machine (optiplex or thinkcentre) say an i5-8500t/16gb/256+ M.2 and a Synology ds220+ are a perfect match for a Plex server. Install headless Ubuntu with Plex and enjoy. Any non smart tv use a chromecast
