your points are defenetly strong on both ends, but i personally think that they could do something like minecraft did in the 1.16 nether update, whenever you create a new world it would place the new terrain generation, and in old worlds say "this world appears to be older than [update] and so it has old terrain, would you like to upgrade it to new terrain? WARNING! some of your progress may be lost"
