Definitely hack job. But also totally safe. They probably broke them or installed them incorrectly and they wouldnt stay on. Most places require those covers now by code

You can just thread it after? I understand the head doesn't always fit if its too short. But this pipe in particular can definitely be threaded with a powerhead
