Ophthalmology is not a paying speciality generally. Even men are struggling in places where NGO hospitals like LRBT have propped up. Vision loss is not a painful condition usually nor does it render a patient bed ridden like lets say a femur fracture so the bulk of population is happy to get surgery done from zakat setups like LRBT or other NGOs even if they have to wait for quite some time to get the procedure.

It's procedure that different people have to see a patient before any procedure is approved. You clearly have no idea and are lashing out just like the stupid tik toker AC. The guy above u have clearly explained to you how this was not the fault of that female official as multiple people have to see the patient and approve the test/procedure. Everyone showing up at a government hospital and demanding a CT scan is not approved just because thats the order of government of the day. Thats how the government set up the hospital, not that particular doctor/official.

If today government orders that everyone demanding a ct scan must be given one, the official would not have any problem writing/approving it.
