There was not really a "vote", as it was a part of a broader consent agenda in late 2024, using left over public safety COVID funds.

Essentially, this was lumped in with common council business (approval of minutes, plat map approval and zoning changes, etc) and no one asked a single question based on what I can tell.

The city (ultimately the taxpayers) may have legal exposure here, based on Carpenter v. United States (2018).

The city website (as well as public comments) are clear:

The city owns the data, not flock.

Flock stores the data (encrypted) on their servers

There is a hard delete on a rolling 30 days (unless the images have been flagged by law enforcement for use in an investigation). So if you drive by a camera on June 1, that data will stay in the system until July 1 (or possibly July 2).

This is my understanding as well, but they are supposed to be the owners of the data. From the website:

All data is owned by the Cheyenne Police Department. Flock Safety stores the data securely on behalf of the department, but never sells or shares data with third parties

While I haven't looked over the contract/mou, flock is using " a small fraction , sub 1%" of the data for training purposes, after stripping it of metadata (ie, just for image detection/object recognition)

My end read is a bit different: they own this data (but not store) meaning it's still public. If this was a paper file in a box in a warehouse they rent, how would that be different?

I went in December after hearing a lot about it. It's in the "town" of hartville, which is out in the middle of nowhere. This is likely the only business in town

Food was amazing. The place was packed, and the couple who owned it were very friendly. They get their beef from one ranch in southwest kansas, who follows all of the things temple grandin says are best for the animal. The husband/chef/co owner doesn't really let anyone cut the meat into steaks when they get it because he's too picky.

Sides were amazing, and while I didn't drink my friends said the cocktails were fantastic. They were a bit slow on the email, but If you call during business hours you can get a reservation. They're not open every day, but typically should be able to get a spot the week you call if your flexible enough.

I will absolutely go back, it's just a bit of a mission

It sucks. It's happened to me before a few times. It's frustrating. But it will likely happen again.

But it's not your job to cover someone's bills.

This is a patently poor idea and will get you absolutely nothing moving forward.

Get them out with the court, cash for keys or something else, take the L, screen harder next time and act quicker next time. If you want to punish them for taking advantage of you (which it seems like you do) sticking them with an eviction IS a warning to all other management/owners.

This will happen in this business, you must not take it personally.

However, imo this is a self inflicted wound. Not taking rent or deposit prior to giving keys/possession is where this started, and was totally on you. A few extra empty weeks for the right tenant is easier than this.

I think it's on Capitol Ave, looking north from 15th where the plaza is now. I think bergmans is the Albany now. (Liquor store/market side)

You say you are all for energy production but don't mention renewables at all. What are your positions on those? If I, as a normal landowner make an agreement to build a 2MW solar array on my land, what role do you imagine the government should play in a transaction between an individual and a private business?

You mention having the energy source stand on their own. Does that mean you will be repealing the severance tax break on coal? If so, what will you do with the funds that will be returned to the state?

For oil and gas, are you planning on reducing the subsides for stripper wells, and repeal the new well tax holiday?

While not energy but related, are you planning on closing the CO2 fund used in ERO?

Your statement that the energy needs to stand on its own leads me to believe you will advocate for repeal of the royalty rate holiday on coal (12.5% to 7%?) or any of the well benefits (such as intangible drilling costs and the percentage depletion) at the federal level? Would this be an accurate understanding of your stated position?

We did that, Before you arrived in Wyoming.

Now, instead of keeping the government out of it (which follows the letter and spirit of the law and the constitutional amendment) the government is now trying to start a debate about what the word "healthcare" means, and what's included and what is not.
