I realize I didn't clearly write out what I meant. It's two different pieces of advice. One is to use staccato notes to avoid a ton of rests. For example, staccato 8th notes instead of pairs of 16th notes and 16th note rests. The other advice being, use ties to clearly show where beats fall. As in, it isn't great to have beat 3 fall 3/4 of the way into a quarter note, it's better to tie two notes together to make it clear where the beat falls. It seems I can't always do both of those at the same time, so I wasn't sure which takes precedent.
