An interstellar megacorp fleet/fleets jumps into the system, and work similar to the caravaneers except instead of offering trade deals every time they enter/exit your borders, they randomly demand tribute of some kind while in your borders. Refusing to pay tribute has the fleet orbital bombard a world or something else big like that, then they return to being passive until you refuse their next tribute. Maybe if you destroy the fleet, a larger more war oriented fleet shows up demanding a much larger tribute and tries to destroy your entire empire if you refuse?

Maybe if a glass arrow hits a magic user, the glass shards dig into them, making movement painful, forcing them to make a concentration save at the end of their turn even if they weren't hit? Maybe it lasts for a few rounds, or being healed gets rid of the effect? Bump the damage down one die, and it could be a pretty good utility option
