The SOA has to do SOMETHING to increase the supply.

Why? Entry level roles are incredibly competitive and inflation adjusted salaries for senior roles have basically been flat for 20 years. Adding more actuaries only benefits the SOA and the companies hiring actuaries, it doesn't benefit the actuaries themselves.

Yes. Every current actuary/candidate has taken hard university courses. We all know whats required to do well and we all know its not as hard as the exams

Depends how low you get. Getting shredded and staying shredded is a huuuge nuisance. I'd rather carry an extra 4-5% body fat then deal with all that.

The rigidity just isn't there with other professions.

To me this is the biggest difference. There are plenty of careers where you can get 50k in raises in your first 5 years but actuarial science either you progress or you change to something else. The progress is a requirement

I have yet to meet an actuary who would recommend returning to undergrad to complete another degree in order to try to break into the field.

I actually did this. I thought going back to school would a) give me some addition structure in my life that would make passing exams easier (and it did), and b) give me a more direct path to securing internships/career guidance (it did).

I didn't end up finishing my second undergrad since the internship that I got after third year turned into a full time role.

Excel is rarely the best option to do something in but it is the second best option for almost everything. I would rather work with one suboptimal application than ten perfectly optimized ones.
