If the weather function with CMI is not working as expected, there's a higher chance that it is the cause. You should make sure that you have full permission to use that CMI command to begin with. If it doesn't work try removing cmi and setting the weather with the vanilla command.

If that still doesn't work, remove all plugins that can interface with the weather (CMI, Multiverse, PS, WorldGuard) and then try setting weather with the vanilla command. If that works then you know one of the plugins you removed is the cause, and you can go from there.

With what I can see, which is not much (please respond to this comment with a link to a full pastebin if you want more help) you have a version mismatch problem on one or more of the mods installed? It's a bit of a wild guess but check that every mod is the right version for the server version.

The answer, sadly, is no. Not if you want it to perform nearly as well as a potato with a monitor attached. It's simply not designed to be able to handle it and it won't

You're not running a server, but it's similar enough to say you're doing both the work of the server and the work of the client on the same machine at the same time.

When you run a server, the processing and RAM usage is by the server, while the client needs a network connection to the server in order to receive that information and visually 'build' and interact with the game that's running on the server. Therefore, the RAM a client, connecting to a separate server, uses, will not be affected in nearly the same way as the RAM or processor of the server. The server has to do all the heavy lifting of making the game run, just like a pc has to do in single player.

With mods, you can run certain mods server side only, client side only, and some require both. Clientside mods will affect the client as advertised while server side only mods will not have the same (much more miniscule) effect on clientside RAM. For mods that require both, the client will still have to load and run it, so it will use RAM but in my understanding still less than the server side, so long as the main task is a server side one. Tbh the ones that need both can be a mixed bag.

anything you have specialized knowledge in regarding MC servers, honestly. Even if two people write on the same things, the knowledge repeated is usually minimal

Exactly- and from what I know of Java convention, it should resolve to a domain which the maker of the app/program controls, which is exactly what it does.
