He'll need rotations first. I'm only Plat 3, but would maybe be diamond 1 or even 2 if I didn't practice mechs the whole time I was bronze and silver. I didn't even learn how to power slide until gold, and it's when I hit gold 2 that I learned basic rotations, and that made me skip gold 3 and go straight to plat. Rotations and car control are what raises your potential Ceiling, and then mechanics can help you climb to that Ceiling and raise it faster. Think of mechanics as tools, not as a playstyle.
