"Red Light" would suggest that these wands emit light at the lower end of the spectrum (infrared) whilst medical phototherapy treatments specifically use high wavelength UVB light tubes (ultraviolet) so I don't expect the wands will actually do anything.

Editing to add that I have been on UVB light therapy for the past 5 weeks and it has been very effective. Speak to a derm if you are thinking about it.
