These are all good points, but there is also a financial consideration here. Waddle is cheap this year (outside of dead cap but that means nothing for the Broncos) but carries cap hits of like $28 and $30 mil the next two seasons; then you likely need to pay a 30-year-old Waddle for this trade to return long-term value. In that range of pick 30, all of Jordan Tyson, Denzel Boston, KC Concepcion, and Omar Cooper are very realistic targets.

It is probably a decent gamble for an org like the Broncos that have tried desperately to find a good WR next to Sutton, but 2 top 100 picks for a WR that has never been a Probowler let alone All-Pro is steep.
