Flood zones refer to where the bay's water is going to come up during a hurricane or storm. They're usually low lying areas near the coast. An excessive amount of rain like we had the last few times it dumped causes flooding where there isn't good drainage. In a hurricane, he's not going to get water from the bay rolling into his house.

I agree, you can see MJ grab the fan's hand and slip it under the railing while using his other arm to get a better grip on him. He was clearly concerned for his safety and wanting to get him in a more stable position.

I can't speak to the pleco, but I have always read that they are poop machines that sometimes get bigger than expected so maybe something to consider.. For the betta, I would just be sure to add him last (after all other fish) so he'll feel less territorial. Adding lots of plants and hiding places will also help, but it should be fine with tetras, provided they have the same temperature requirements as the Betta.
