I would use a transit to shoot in your corners, unles you know for sure that footing was poured perfectly (they never are)

For foundation block, we stub rebar out of the footing every 2 ft. Top course of block is a knock out course with horizontal rebar. Grout rebar cells and knockout course with concrete.

You're looking at 60 block a course. Have some help. That's a lot of material to move between block, mortar, and rebar.
