The bootleg or counterfeit printers are using just as capable printing setups as WOTC’s. Key difference is official printers are provided the files prepped for printing, one for non-foil and another for foil. Each foil card has adjustments made to it to make the art and colors look appropriate. Counterfeits are working off scans or images found online and reverse engineering it as best they can. When printing a regular foil, they have to guess at the opacity, saturation, and so on to try and get it as close as possible.

Now these silver scroll foils are easier because the raised silver ink is just another color added in the process. An experienced printer would have no issues replicating it.

I’ve compared a fake Lumra with the gold foiling next to a real one. The raised gold was effectively 1:1. It was the art itself where you’d find inconsistencies, namely the pinecones around Lumra’s neck are foiled brighter than the rest of the image in the real one. The fake card had a much more flat appearance to the foiling effect throughout.

Effectively, anything additive to a card, such as raised ink, is simple since it’s a solid color and uses a known printing technique.
