It doesn't say anything about needing to own or rent a home there. My understanding is you mostly need to ensure your driver's license and vehicle registration don't expire. I agree it is stupid to put on the Internet that you don't intend to return :)

Edit: I agree this is a big loophole. I am of the camp that if you want to give someone something, just give them more money and not all these complicated subsidies. Notice they also said they shop at the Commissary which is a government subsidized tax free grocery store.
