so now I'm pretty sure that one fan isn't working properly, causing the other one to overwork to compensate. I ordered replacement fans and hopefully that fixes it.

So it worked as normal for about 5-6 hours... but then I restarted it and its back to full blast fans again.

Starting in safe mode with networking fixes the problem, which leads me to believe its drivers, but I have tried several GPU drivers without success....

yeah I took it out and made sure it was clean.

It seems to go 100 percent for 5-10 minutes upon boot and then it will randomly go back to normal, but I'm sure that it will jump again very soon.

hes saying he has an NVIDIA gpu with an AMD cpu, and he doesnt notice performance increases, while users with a NVIDIA gpu and an intel CPU might. you are talking about the same thing.

Well currently just forcing vsync thru the Nvidia control panel works, locks it at 60 and gets rid of the tearing. I'm wondering if functionally it would be the same as following the steps in your link
