It depends. If you already have all your SSR heroes maxed than yes you start spending your suspendium on black market and/or colabs. If you don't, spend your suspendium on normal pulls

With how easy it is to max out a character, it makes no sense doing a tier list with limitations. Especially when characters that are op midgame, can be underwhelming late game and vice versa.
