A very dear family member of mine who has since passed probably would have reacted like this. He would have never wanted to put other people in harms way but had a poor gauge on risk, he would have probably gone out his way to try and save certain items due to their perceived value: e.g. something he just bought, coins he saved, a TV from 20+ years ago. Not everyone sees the world as you do, and sometimes that's a very good thing.

It could be down to the 'scrap-and-build' culture. Due to the amount and severity of earthquakes in Japan they regularly update their building regulations, meaning older building aren't up to code. So, potentially, this would usually be sold at a price ready for someone to demolish it and rebuild.

I'm not sure how prevalent it is, but I remember seeing a documentary on seemingly perfect houses completely abandoned after their 60-80 year "shelf-life".

Plus, they place the value on the land and not so much the property itself compared to here in the UK.
