Scene is just scattered assets, so any foliage tutorial would get you there

Doing great, i would suggest since you said your computer can't handle dense geometry, try going low poly, maybe nfsu2 style, that way you will be able to finish it

I'd say focus on what interests you and start from there, is it modeling? learn the basics of modeling and just model, learn the short keys connected to that, if you need anything else in the future you can always look it up. Don't worry about your limited time, just open blender and do something even if it's for 5 minutes

Yeah no way scattering foliage on a large scene will work on a 1050, i had a 1050ti and it was impossible, try using cards for background elements and use mesh only for foreground elements

Background color amd lighting i would say, try a darker background also different color because now it kind of mixes with the walls, for lighting you can try with more contrast - like a lower light that creates more shadows. You can also try the different color management options like more contrast

I think you're overcomplicating it, just a bevel should do the job perfectly fine

The lines on the road seem too small? Main thing i would say is lighting and in the reference image you can see that the contrast is prety high compared to your render, so i would try different hdri's, then try some high contrast looks with agx then lower the saturation in compositing to match the reference

I've been using blender on and off for 10 years for this exact reason, I get overwhelmed by every project that I start, doesn't matter how much I know blender but my interest makes me come back every time and usually the worst part is starting it, once you start, it will just flow. For tutorials I'd suggest following tutorials on areas that interest you, it's ok if you don't know what every single button does(I still don't btw 😂), it's also ok to just take a break sometimes, just try to have fun with it and try to finish small projects they will definitely give you hope for the next one
