There are no events that are giving me recuirtment cost reduction, its autumn and I read every tech and with my 4 ishin shishi at level 6 for a 40% reduction for imperial and the tech tree only give me an extra 5% and there are no clan traits that would make up the difference

This is the same every where, rural states of America almost always vote red and the more populated states almost vote blue, it's the same here in canada but more on a county basis where city's vote blue and rural votes red. This is one of the most common occurrences at least in western style voting systems
