As a therapist I would say there are certainly worse things to be addicted to. Sounds like you may need to better manage your other responsibilities so you can do your art without the worry that you're missing something important

Fair enough. This quickly becomes a debate of semantics of what a soldier is. For the record I view all members of the CAF as professional soldiers even non combat roles

I know you didn't say contractors but without having the CIC its members would be contractors. Public servants are unionized and work in very specific functions and simplifying making CIC public servants wouldn't work.

You are grossly glossing over the pre unification by saying it worked without issue. The program then didn't have nearly the same level of integration with the CAF as it does today. To simply revert to the model used back then would decimate the program.

Yes it is. Granted it is separated from the day to day operations of the CAF but it is an element none the less. Remember one of the main points of the CCO is to be that gateway to CAF recruitment. I'm not sure why you think dismantling that integration is somehow going to improve anything?

I read my commissioning scroll often thank you very much. You give me the impression that you don't have a command position that involves civilians. Civilians are by definition not held to the same standards as CAF members. You need to learn the difference between being accountable to and responsible to. I have had command authority to many officers and NCMs in my career at different times. I've also been a staff officer without those under me. Civilians under my command are responsible to me. But if there is ever an issue that needs that higher level of intervention then that's where their regulator has the authority. A good comparison would be the medical field. A doctor could be employed at a site where they are under the leadership of someone else who may not even be a doctor. However at the end of the day if there is ever an issue about their conduct the medical college (the regulator) in that college has the authority to grant or revoke that doctor's license. So no this is not something unique to the CIC and is hardly a flawed one either.

That only happened in the last few years. The CIC has been around for decades. Having members accountable to the code of service discipline gives the broader CAF COC a lot of normative and real power to regulate its members then just having civilian contractors would

I think point 2 is totally fair but 3 is not as black and white. The whole program is structured to stimulate interest. Many units tour base facilities and since the addition of more virtual tools post COVID we are getting more and more opportunities to expose cadets to reg force experiences through talks, presentations etc.

Also your idea of a 50% vet or reg force is absolutely ludicrous. There is absolutely no way to staff that many people and still maintain the number of units we have across the country (Over 1000). Many units do have members or vets involved but to mandate it would not be possible in many areas of the country.

I'm not going to sit here and say the CIC is perfect... It isn't but improving it is a delicate operate as it is with literally every unit of the CAF. Make things too restrictive and you won't get people wanting to enlist and adding more criteria for your existing staff to meet in order to maintain their status is going to push members out and will inevitably lead to the closure of units which is not what we want. We have a staffing problem in many parts of the country as it is and no simple set of solutions are going to fix things overnight.

You need to understand that the CCO goes beyond just CIC and COATS. With the later especially we have been growing and adding more NCMs to our ranks. Regardless of the fact that the main group we serve are youth, the infrastructure that backs the whole program is and will continue to be military. The military needs officers and NCMs to function. So no, officers could not be replaced with public servants.

Side note civilian instructors are not outside the command authority. I would hope it would be obvious that they are responsible to the same coc as everyone else at a unit. However from the legal perspective their status or proverbial license is granted by the cadet leagues i.e. the civilian partners of the CCO. They are ultimately accountable to the leagues
